yeah i got one of theese too, close to 100km i found a place with no loot and the generator running wasnt even visible

I've seen 2 or 3 places in a row, just keep driving. LOL

You sure you are not driving back the way you came? Is your distance counting up or down? If you go back to places they may be empty. The other one is if moving too fast things may not spawn in time for you to see them.

I thought maybe I was moving too fast so I sit there for awhile but it didn't change. I have since slowed down a bit, the Tucker can haul Butt.

Sadly happens sometimes. It felt like it happened to me more the faster I was going, but, it did still (rarely) happen slowly too. If it happens, best to just skip past it and go to the next place. It's quite easy to tell when it happens because the location won't have fences/other items outside
