no they are not. the only way to contact steam support is through the support ticket system. they will NEVER contact you outside of that, this includes steam chat and any 3rd party service like discord.
You wont get an advanced warning if someone (valve, games, other places) will perma ban you.... they just do it.....

Change passwords from a secure device

btw. what also shows clearly that this is a scam attempt, you can NOT "transfer" games from one account to another.
Anyway, as mentioned above, Steam will only contact you through their own system, they do NOT use any other options like X or Discord or whatever else there is out there.
Edit: On second thought, you might want to inform your friends about this scam attempt too, just in case the scammer used your account to contact them...

Valve employees will never communicate with you about your account using any chat system including Steam Chat and Discord.

I'm pretty sure it's a fake ban message in your profile description.
I highly recommend to take a breather and then read what the others wrote very slowly.
Ignore everything except notifications ( the bell icon turns green). Anything outside of that is a lie. This also includes E-Mails because E-Mail-Adresses can be faked.

valve (or any company) will NEVER warn you of any kind of incoming ban.

1. Check that the email and phone number on the Steam account are still yours.

3. Change passwords from a clean computer.
4. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
5. Revoke the API key (there should be no key). https://steamproxy-script.pipiskins.com/dev/apikey
