Valve are not working on it. It is not their responsibility. Nor do they have access to the game's source code. This is something Ubisoft need to do. All Valve do is check whether a game runs on the deck or not against a list of criteria. They then publish the results. They don't do any of the work required to make a third party game run on the system.
