complicated dlc refund question
I play American Truck Simulator. I bought a bad trailer DLC so I want a 2 dollar refund. I want to keep playing my game so I figure I can just turn it off in the DLC menu. I have submitted my refund request, but after doing some research it is unclear if turning off the DLC will stop steam from counting up to my '2 hours'. Will steam accept my refund request if I have the DLC turned off, or is the playtime tied to the base game with or without the DLC turned on. (DLC on/off status is on steam itself, not ingame fyi)

You're best bet is to submit the refund request and wait for a reply before putting more hours on the game.

You will most likely have to use the "I have a question about this purchase" option to seek the refund as the refund process will look at how many hours you have on the game and autodeny you if it is over 2 hours regardless how much you've played it with the DLC.

usually from my understanding it goes by game time so turning it off wouldn't effect the prolong of refund time. would like to hear what happened

The rules are pretty clear, if you play the main game for more then 2 hours after the DLC purchase you fall outside the refund time limit.
Does not matter if you have the DLC active or not, all Steam can check is the game exe running and that counts for the refund time limit of the DLC.

ended up giving in to my desire to play the game and just cancelled my refund and played the game
