Tried the IP address idea but still no luck.

If you have your smartphone set to use your wireless router at home, it will use the same IP address as your desktop PC. You have to use cellular data. Even better yet, try using the guest wireless at a library or something.
If that doesn't work, it's either a cooldown on your account rather than your IP address, or the Steam servers are simply swamped. Last night, I listed all 20 of my summer sale trading cards on the market. I wouldn't be surprised if other people are doing the same thing.
It's not a cooldown. The item servers are severely stressed since Trade Protection for CS2 items was added last week. People and website owners are freaking out and causing massive issues.
If you try to get your winnings from any CS 2 case opening sites or CS2 casino sites, they can be guilty in your problem.
After all trades will cancel, try to get another trade offer from your friend of cheap graffiti or skin, and if everything will be good - then, I am right. And you should stop getting skins from this site
I am not sure if what you say is correct. My friend had the same problem with the trade offer page. He was able to accept the trade because he had the trade's link from the other guy. It is not about the trades, its about the "My Trade Offers" page. There is a chance that they might be doing it intentionally. I am not sure.
