Can I download content, namely games and workshop items, from a library PC saved to a memory stick and then put that into a PC at home?
I do not have internet at home. The wifi at the library is not very good, although it varies on time of day and amount of other users as well, I believe. However, their wired internet to their PCs seem decently fast. Regardless, can I download off a library PC onto a memory stick and then onto my laptop or PC at home? It's a lot easier to also carry a small memory stick then lug a whole laptop, especially if I have to make other errands through out the day.

Or this will not work because the library PC has to already have the Steam console downloaded and installed and me logged in? I highly doubt the library's network would allow that. What about a cell phone? I am also not sure if Steam saves to the cloud or in the way I would need to make this work. Steam I am sure, does not want anyone with extra files, just running around without some kind of authenticity.

Downloading the files onto a memory stick and then uploading them to the laptop to install and have an internet connection to verify it was me through Steam, would still be much faster, than using the current free wifi that is available to me. Even if this does work, would it be a lot harder to then put the saved content in the correct directories or folders? Or somehow it is automatic?

For a frame of reference, in order to download Terminator: Resistance, I had to go to the library a few times and download at least a couple of hours each time. It definitely was not the whole day(s), but it was several hours and that was only 32 GB that needed to be downloaded, if i am reading it correctly. Thank you

You have to have internet to install a Steam game one way or another. While you can download a game elsewhere and install it on your PC, you still need at least some sort of internet to "activate" the game.

If it's a laptop though, simply take it to said library.

I can bring the laptop just to authenticate, but otherwise the issue of waiting will still occur. I can not even navigate the Steam store front, it is so slow at the current moment. I wonder if there is a way to link my laptop to their PC and piggy back off their wired internet... USB cable perhaps? Hmmm...
