Failed transaction
Steam took money out of my account before I had even confirmed my purchase and is now saying the transaction failed and I don't have the game. I have researched here and seen that I should get my money beck in 2-3 days.

My question is: Can I retry the transaction now, with the same card and download the game, or will that mess with the money I am meant to be getting back? I don't want to purchase the game again if steam won't give me the money back for the original purchase.

it will not affect the money that is currently being HELD by your payment provider. you can try again if you wish without worry.

steam is not the one with your money, your payment provider put a HOLD on the funds. your payment provider is the one that has your money. steam only gets the money when the transaction COMPLETES. Pending or Failed means steam hasnt gotten any money.
