CS2 Skin Return System Improvement and Abuse Prevention
The new skin return system is a good solution for protecting players from scammers, but in its current form creates risks for honest traders. Scammers can abuse this feature by claiming non-existent fraud after receiving skins and initiating returns.

Proposed Solution

Add the ability to disable the return function for specific trades by mutual agreement of participants. When creating a trade, traders will be able to choose between two options: with the possibility of skin returns or without it. Confirmation of such a choice should be done via email or SMS, not through Steam Guard. This is critically important because if a player is actually hacked, scammers will gain access to their Steam Guard and can disable return protection on their behalf, making the system useless. External confirmation via email or phone will provide an additional level of security unavailable to attackers even when the account is compromised. Additionally, when logging in from a new device, return protection should automatically activate so that scammers cannot steal skins even when gaining access to the account.Result Such a system will preserve protection for regular users from fraud, but will give traders the ability to make final deals without risk of subsequent returns, while ensuring reliable protection against abuse.

I agree that there should be a way to turn off trade protection since it makes certain things (e.g. exchanging CS2 skins for TF2 keys or trading cards) much more inconvenient and risky, but it shouldn't be something that a scammer could access if, say, they compromised your e-mail as well as your Steam account. One solution may potentially be to allow users to disable trade protection for a given inventory through a time-delayed process that could easily be reversed if it was initiated by a malicious actor.

Just trade ban for 30 days whoever initiates the roll back. Problem solved.

Being able to turn it off helps nothing, because the scammers would just turn it off themselves.
