Yep, I wouldn't buy the next xbox anytime soon, they are floundering and falling apart. Just fired even more people, closed more studios, canceled more games, etc. They are doing away with consoles and going all in on PC
A Steam Xbox partnership or compatibility has been a caper i been planning for years.

Don't count on it. Not to mention payment systems don't live in a silo, still gonna need to talk to banks and other systems. And if "Steam Pay" is the rape and incest payment system, they'll just decline to interface with it.
North Korea does everything themselves, how's that working out for them? Fortunately Valve doesn't have any delusions about making Steam completely self sufficient.
And it's not like payment providers are the only entity mentioned in the new rule. You gonna call for a Steam ISP yet? Steam should make their own internet too? Lay infrastructure all around the world? When does it get too ridiculous for all the know-nothing busy bodies?
What people say and what people do are often dramatically different things.
Steam can be installed on any device running windows without a partnership between the manufacturer or steam. Installing software on PC's has been a thing since PC's existed.
But anyways OP, making a financial system is incredibly complex so I wouldn't hold your breath.
Steam will never become a bank, due to all the regulations they would have to deal with and they already have trouble with people not being able to keep their accounts secure.
Steam can force a "2-factor authentication" like the banks do. Banks require both phone number and email address to verify who you are. With mobile phone verification, steam could send a sms to your phone to access the account. As it stands now, 2-factor authentication is optional not required.
