if yes, probably hardware.
if no, probably software.
drivers all updated?
have you recently installed any new apps, after which this started happening?
what apps do you have running in the background?
based on the symptom though, I'm leaning towards a hardware issue.
perhaps a graphics card stress test, like 3dMark to check if it's working ok
and a RAM test, like MemTest86
Edit: other things to check: temperature, make sure system is not overheating.
If so, and you disable hardware acceleration on those programs and it goes away, very likely a hardware issue, but it's a very generic issue so it's hard to say.
If it only happens on the desktop it could be software but it's really difficult to pinpoint from just this
explain to me how outdated bios can cause this.
the bios doesn't even interact with the OS.
