You might try some older games where the servers are shut down. Just look and see if they have private servers or something.
There may be some niche indie games too that have smaller communities. A game that's not popular is your best bet. What you're looking for is going to be fairly hidden, because the minute the people funding the game find out it's fun and people want to play it, they'll turn it into a store.
I have been playing Titanfall 2 and Redmatch 2 for PvP shooters, and while they are both amazing gameplay-wise, I can only play them for so long before I need a long break. If I get too desperate I might actually try to go back to Plutonium and see if I can find a lobby in Black Ops 2 with disabled killstreaks or something.
