If you have moderator powers for the group you belong to, then you can kick a person from the chatroom.
If the group itself is public, then anyone can join and you can't kick.
The trick is to set it to private, then kick, and then remember to make it public again. Unfortunately once you make it public they can join again.

Refunds, while technically possible probably won't happen. They are more likely to give you the key you paid for just to avoid the hastle of cancelling/reversing an order.

Other than ridding yoru steamapps folder of the usernamed directories, you'll have to check each game. How its storing multiple user names for yourself and how it stores info for each steam user. Should be subfolders or files with their username floating about. Maybe before you start deleting stuff, make a backup of the whole steamapps folder just in case until you have things as you want them.

Open it in notepad. Looks like it saves the last time it was updated among other things. Try not to alter it.

Even on normal sign-out steam still hangs around (steam.exe and steamservice.exe). I usually watch to make sure both close before I move on to other things, but sometimes the will just stay there forever. I do force-quit them when I see they're still running. Wonder if Gabe Newell's wachin' meeee...

Certain game magazines at certain times paid certain people to rate a game far differently than if they didn't pay. Don't get sucked into the hype but do feel free to recognize pure awesome when you see it. Search youtube for actual gameplay and critical reviews by people who aren't paid game reviewers.
