Huh, really weird. From personal experience the camo behaves the same way as the gums, i.e. should require all SP content to be installed. In that case I don't really know. Best you could try is uncheck all DLCs, launch the game and then recheck everything. That may cause it to fix itself, but might be unlikely. From my own experience I've also had the camo missing till I installed all season pass stuff, so. Just a buggy game though at the end of the day. Feel free to delete these comments after reading them.

Don't like posting in old threads. You can't equip Lucid without having all season pass content installed. So all ZM maps, all MP maps. If you don't have the MP maps you'll not be able to equip and use the gums, and the same is true for the camo. The season pass is required for the camo.
