There are certain things that you must or must not do to get this achievement. Some Survivors will die or disappear if you were too late to go get them so you need to get them within a time frame.

Things you must do:
Talk to Elaine and try to calm her down everyday until she is emotionally stable.

Get Craig and Karen Landey in a place located south of Route 190 before Day 25. simply travel from Splendid Shelter to Lampasas Shelter and a message reporting two people at sight will be shown nearly the end of the way.

Get Lloyd at Hamilton Airfield exactly on day 26 (listen to the radio talking about a plane)

Get Jenifer at Soaring Eagle's Resort before day 30 (May 22nd).

Bud at Old Neighborhood before day 30.

Get Jodie at Carmichael's Garage. before day 30.

Get Melina Guzman in a pharmacy in Downtown San Saba before Day 30. You must have either a Medical skill of at least 4, a Negotiation skill of at least 3, or Renee Cass in the party to recruit them.

Get Aggro at Dublin Bar before day 41.

Get Aimee at The Wicked Lilyor before day 41.

Get Nathan at Menard Graveyard before Day 41

Get Ford together with Darlene Lumpkin, Isobel Dee, and Harold Kyun on first try. You must get your Negotiation to 8 before day 48 to get all 4 of them or you will not be able to get Isobel Dee and Harold Kyun later.

Go to Pleasant Oaks Summer Camp and become friends with Ben, do not lie to him. Do not loot the place. Talk to Sara and Mia for a bit(not necessary to recruit them there). Leave, and later go there again after Day 50 but before Day 68, ask Ben if he has anything to trade, and he'll give you Smoky as a gesture of goodwill.

Get Lane at KHCK Radio Station before Day 51.

Bring Vic Castillo to the Oil Refinery and Talk to Nash before you decide to attack Militia HQ. Do not attack Militia HQ before you got Troy from a random encounter. After talking to Nash, wait for the random encounter with Troy to get him. After you got Troy, go attack Militia Hq to get Parisa. After you got Parisa, do not go to oil refinery again. Nash will show up later one day to join you.

Things you must Not do:
Do not attack or become an enemy to Milita HQ before you recruit Troy from a random encounter.

Do not attack the oil refinery under any circumstances since that is where Nash is situated.

Do not take anything in the Pleasant Oaks Summer Camp or lie to Ben.

Do not go back to the oil refinery after you attacked Militia HQ.

For all the other survivors you could refer to the Dead State Survivor Locations guide done by Elysian in the guide section but if you found any contradiction between this guide and his guide, you should refer to this one because mine is a bit more up to date.
