First things first.

Starting from August 25, 2021 all episodes, lair and utility belt systems are permanently free for everyone.
To activate DLC you need to redeem the code you'll receive from Steam after purchase. Codes are redeemed either in game (Marketplace->Redeem/Claim) or on the game's site (Main page->Enter activation code[account.daybreakgames.com] on the top right menu). Either way you should restart the game after this.
You can check codes by right-clicking game in Steam library->Manage->CD Keys.
Few redeemable codes for some extra free stuff:

If you bought DLC from Steam store and it did not unlocked its content in the game you need to contact game's support[help.daybreakgames.com], usually they are pretty fast to respond.
If you buy anything that cost $5+ (from Steam or Daybreak marketplace), your account status automatically changes from
Free (2 character slots, 35 inventory slots, 12 bank slots,50 000 cash cap, can't trade)
to
Premium[dcuniverseonline.fandom.com] (6 character slots, 49 inventory slots, 24 bank slots, no cash cap, can trade).
You can get to the Challenge, Duo, Alert, Raid, Operation, Legends: PVE (event), Legends: PvP and Arena: PvP by using your On Duty Menu (Y key by default)
Challenge - 1 player instance.
Duo - 2 player instance.
Alert - 4 player instance.
Raid - 8 player instance.
Combat rating[dcuniverseonline.wikia.com] - overall indicator of your pve gear highest item levels. Gear level count even if it is in your inventory or bank as long as you can equip it. Equation: 12% Item level of Weapon+ 11% Head + 6% Neck + 8% Back + 12% Chest + 12% Legs + 6%Ring 1 + 6% Trinket + 6% Face + 9% Shoulders + 7% Hands + 7% Waist +7% Feet + 6% Ring 2

I've came back to the game and updated the guide so it should be up to date. By now most of those who asked in the comments section probably don't care or already know the answer themselves but I'll answer anyway since it might be useful for someone.

@Gray Fullbuster, are you talking about power bundle? Have you activated the code that you should have received after purchase? If you did and powers were still locked after this - you need to contact Daybreak support.

im so mad i downloaded the dlc for dc universe and when i went in game to make a character the powers wasnt there >:( i wasted $37 and i dont even have the powers and i cant get my money back >:(

The guide is out of date wee need an update right now all DLC is Free for all..."FOREVER" exept for the power the shild weapon and the new movement tipe power.
