Romance Of The Three Kingdoms 13 Guide Everything You May Want To Know Before Playing

I'll show you a method of creating an officer that you would feel balanced and deserved and not feel like the officer you created is too OP or too weak. I would also give out great knowledge that may improve your games without those OP strategy like Fire and crap like that.

It's a very long read if your not planning on reading everything please feel free to skipped ahead to the area you would like to know more of.
Personality Test
The first step is very IMPORTANT because without taking this test you would know what your newly created officer would have as stats, points, and abilities.

Creating Your Personality Officer
If you are on this section that means you have done the first step of finding out what your personality was like back in the era of the three kingdom.

Here is the basic rules to helping you create the perfect officer that matches your personality.

  • Stats: You are only allowed to have the same amount of stats point as your personality test. Feel free to move it around any way you like to fit your newly created officer without going above the stat points that is allowed for your personality.

    Troop Type: You are allowed to move it around anyway you like without going over what your personality test allowed.

    Ability: Here comes the fun part. You are allowed the same total ability points as your personality test and you can do what you want with those points but cannot go over the limit of your personality ability points.

    Forte: Use same Forte as personality or change it to what you like.

    Strategy: Use same strategy as personality or change it to what you like.

    Expertise: Use same Expertise as personality or change it to what you like.

    Ideal Prestige: Use same Ideal Prestige personality or change it to what you like.

The reason I did not add the character or preference is because it's suppose to be your personal character with your preference and character.

For Ideal Prestige and Strategy I do understand some people like certain prestige and strategy over others but give your personality a try unless you have already tried it and still don't like it you may change it.
Best Stats For Control Battles And Why
Here I'll tell you a few tips that I learned while playing this game and all the tinkering.

The best stats for control battle is
  • LEA: This determines your total atk and def. With a high LEA you would be a unstoppable force on the battlefield. Here is a scale of LEA for you to have a better understanding of how OP you would be. This also works for non fighting created character.
    • 95+ LEA- You are on par with the great Five Tiger Generals of Shu.
    • 90-94 LEA- You are better than most generals of Wu and Wei since most of their generals LEA ranges from 80-94.
    • 80-89 LEA- You are on par with the generals of Wu and Wei.

  • INT
    Some may wonder why INT is good for. I'll tell you why it's the second best. The higher your INT and officer you bring with you to the battlefield counts towards your tactical points that are used for the battlefield before the actual battle.

    This allows you to have different tactics that you can use on the battlefield. This also allows you to fight battles that can turn the tide of battles easily without using cheap tricks like the Fire strategy. Although the fire strategy is there to be used so it also is not really a cheap trick but you get my point.

  • WAR
    Now you may think how come WAR was not second. That is because WAR is only good for officer that can duel and are military official and not for civil official. As some already notice getting duels are really rare and does not happen often.

    Here is a scale for you to have a better understanding of WAR in the battlefield.
    • 95+ WAR- You can fight among the best on the battlefield that includes the Five Tiger Generals.
    • 90-94 WAR- You can fight among the best on the battlefield. This does not include the Five Tiger Generals.
    • 80-89 WAR- You are on par with most generals of the three kingdom work hard and you'll one day be famous.

  • GOV: As you may already know this stat does nonthing on the battlefield but works wonder in building up your city.
Best Stats For World Map And Why
As you may already know. Your created character cannot be anywhere and everywhere so you may want to create your friends or family members or even just a few random officers on your team to help you out. This works for your personal created character also.

So here is the best stats for officer who are controlled by the AI on the world map. This section would help you understand how it works and how it can help you on building a decent force.

  • LEA
    Having a high LEA gives you higher ATK, DEF and Morale. This is very imortant for world map battles. Having a LEA of 90+ is the best for non playable character. This is the same for your created personality too. Some may have notice that all lot of Wei, Shu and Wu officers have LEA in the 80-95 range depending upon the scenario you play in.

  • Troop Type and City Proficiency
    This is also as important as having high LEA. Having a troop affinity of A also helps with having a higher ATK, DEF and morale. The next important one is your city that you or your officer are stationed in have a city proficiency of heavy or elite troops. That can help double or triple your ATK, DEF and morale.

  • Key Point
    This is very important for defending. Aways construct something on Key Points. I always construct the max of what the Key Point allows me because I feel the AI would use it best. Again just wanted to verify that holding Key Points and constructing something on it helps with only defensive battles. Here is my preferable stronghold to construct

    • Depot Stronghold Lvl 4 Key Point
      The Depot stronghold is the best in the game. If your playing as a ruler or just allowing the AI to do its job of defending. You never want to arrive late to defend your fully constructed lvl 4 Key Point if your not planning on a control battle.
      The great thing about the Depot Stronghold is that no matter how long your units wait for the enemy they would continue to have food as long as the city that is adjacent to the Key Point or owns the Key Point has enough food to provide for all units. This is a great benefit for your force because the enemy are waiting for their units to arrive but the ones that are already there are losing food each day.
      If the enemy units don't have any more food they lose tons of morale and slowly lose troops quickly.

    • Infirmary Stronghold Lvl 3 Key Point
      Build these things to help you advance into enemy territory or for when you need some time to recover wounded troops.
      The benefit of defending a fully constructed lvl 3 Infirmary is that you do not lose troops much because of the benefit of the Infirmary. You constantly heal wounded troops at the same time the enemy are just losing troops.
      The reason why this is not as good as the Depot Stronghold is because once you run out of food you lose troops quickly and they do not count as wounded troops.

    • Music Tower Stronghold Lvl 2 Key Point
      The Music Tower is not as good as I hoped it to be but the benefit of it is that it helps you maintain your morale and help your arriving units to recover their morale faster. Defending a Music tower is good because the units that are defending would lose morale at a slower pace than normal. That is because every turn it increases your morale but because your in battle on the world map it would slowly decrease. Also remember higher morale means higher ATK/DEF.

  • Best prestige would be the Adamant Guardian from the Commander tree. It has boosted stats on the world map because of its prestige and it can construct strongholds with little cost and also added HP.

  • Final Results
    Always and I'll say it again always build something even if its a low lvl 1 Fortified Base. I once had Cao Cao sent at least 140,000 troops against me and I had a fully constructed lvl 4 Key Point and the AI was able to defend against it with 80,000 troops. I notice that the ATK, DEF and morale of my units are super high and gradually decreases while Cao Cao decreases quickly. Because of the combinition of High LEA, Key Points, high lvl proficiency and having troop type A you don't have to worry about your AI force just losing battles.
Best abilities for Control Battles And Why
Here is the part that maybe some people really want to know about. I'll tell you what abilities would make you unstoppable on the battlefield. I have tested and realize that with these abilities you or your created officers can mow down the enemy forces quickly.
Starting from best to worst here is the list you might want to read.
  • Strategy
    This ability is probably the best in the game. Having a max out strategy would make you unstoppabble on the field of battle. Imagine that your a spearmen fighting against your foe who happen to be an archer. Your weakness is archer but because of max strategy you do not take any critical strike damage. You'll only take regular damage from your enemy. Ever wonder why Cao Cao and Zhuge Liang takes so long to beat even when you counter their units.

  • Heroism
    This ability is the second best in the game. Having a max out heroism would make you Critical strike anything that you counter and the same unit type. Now imagine you have a max out strategy and heroism. You'll not just be unstoppable on the battlefield but a war god or god of war. One thing I would like to mention is that if your Heroism is higher than the enemy strategy you'll continue to do critical strike against them.

  • Speed
    Okay some people would argue with this one but I prefer Speed before any other ones. Now lets say your troop apitude is A in horsemen. You have maxed out Speed and have either a few points in strategy and heroism. You are truly a god of war on the battlefield. Your created character would move across the battlefield just pincering the enemy or blocking escaping enemy and even backdooring the enemy. You can change the battlefield quickly by taking tactical location or stealing enemy tactical location before they use it or when they are using it to cancel it.

  • Siege
    Okay again some people would argue about this one. But I have a strong point about this one. I notice that in many of my control battles I tend to rush to one of the enemy fort and try to take it out before they reach me. I realize that I don't do enough dmg to the fort to take it fast enough but when I have higher seige I notice that it can change the battlefield pretty fast when it helps lower max morale for the enemy by taking the forts. Low enemy morale means lower ATK, and DEF.

  • Arouse
    Arouse is a very good abilty that allows your created officer to stay in high ATK and DEF even with low morale but base strictly off the number of troops you lost. Imagine you are fighting your morale and troops starts to decrease because of constant fighting against the enemy. With high arouse ability your morale can be low but your ATK and DEF will stay at a high lvl base off how much troops you have lost.

  • Endurance
    Endurance is a very good ability that has many uses depending upon how many units your created officer defeats. Let's say you have a high lvl endurance and you happen to defeat 3 units. Your morale will skyrocket so high your officer becomes excited very quickly in the game allowing you to have max ATK, DEF and ability boost. Endurance ability fits really well with War Demon, and Paladin prestige from the military official tree. They have an ability that if your unit is excited you have increased boost in ATK, DEF and movement.

  • Duel
    Duel to me is not as important unless you are in the military official tree than it becomes very important. If you are in the military official tree please understand that having a lvl 5 duel is good enough to be able to combat against the likes of Guan Yu and those guys. Trust me having a max lvl duel and never get to use it is a waste of points when creating your officer. That's why I have it lower than other ability.

  • Defense/Navy/Weapon
    Defense, Navy and Weapon ability are have their own use depending upon what you happen to be doing mostly. If you like southern parts of China and love the location of the WU force than please feel free to put some points into Navy. Defense is only good if you plan on fighting your control battles on top of castle walls and inside allied forts when being attacked. You get a major boost in DEF when doing those things. As for weapons it's a toss up because if your interested in having upgraded weapons and stuff like gadgits to use in the control battles feel free to put some puts into that.
Best Prestige For Control Battle
I'm going to list prestige that are the best for control battles and why they are the best in my opinion. I'll also list the prestige of the Five Tiger General of Shu for anyone who is interested in knowing what they are.

  • Military Official- If you are like me and just want to be a God Of War on the battlefield than this my friend is the best prestige to be in. I'm going to list them not in any order but I'll tell you what I think of each one of them.

    • Unparralelled Warrior- If you do not like to get pincer by the enemy and lose morale but like increase in ATK when your units are doing pincer on the enemy than this prestige is actually a very good one. This prestige belongs to Guan Yu the Head of the Five Tiger General.

      • Pros: Cannot be pincer by enemy units and increased DMG when your unit is doing the pincer instead. During Duels the first clash between you and the enemy would be a critical hit to their HP.

      • Cons: If your force is the major force on the map this Prestige is worthless because in most of your battles you are the dominating force with greater numbers and would not end up getting pincer by the enemy units. If your force is equal to the other force than this Prestige would be great because of it's unique traits.

    • Warrior Master- This prestige is very unique and very helpful in some way but lacks anything good on the battlefield. This prestige belongs to Huang Zhong one of the five tiger general.

      • Pros: The unique trait that this prestige has is it that it allows you to spend one years worth of stipend to gain one Privilege. This is very good when you want to help alter what your Ruler does or when you need an alliance done and the AI just does not get it.
        Another good thing about this prestige is that it has the same duel trait as the Unparralleled Warrior Prestige.

      • Cons: This prestige does not provide anything for control battles except duels and getting a privilege.

    • Relentless Warrior- This prestige is for those who wants to have their own private troops but in the military official tree. This prestige belongs to Zhang Fei one of the five tiger generals.

      • Pros: This prestige has a unique trait that greatly increases your ATK but lowers your DEF in control battles. This prestige is the best when your city runs out of city troops, you can defend it by using your private troops allowing you to be in the frontline.

      • Cons: This prestige really does not have any cons.

    • War Demon- This prestige is very unique and has traits to help in control battles and world control. This prestige belongs to Zhao Yun one of the five tiger generals.

      • Pros: This prestige is one of the best for both type of controls. If you do control battles you have a trait that very greatly increases your combat abilities and movement speed only when your unit is excited. To get your unit excited you need your morale to be above your max morale to become excited.

        Match this prestige with a high lvl Endurance ability and everytime you destroy a unit. You gain morale and after just destroying one or two units your created officer would become excited and your unit just move unstoppable across the battlefield just like how Zhao Yun did to save Liu Chan as a baby.

        This prestige also slightly increases your max morale on the world map while waiting in formation. You should always do this on defensive battles because you automatic become excited when doing control battles.

      • There is no Con to this prestige.

    • Paladin- This prestige is unique and the best for control battles. This prestige belongs to Ma Chao one of the five tiger generals.

      • Pros: What makes this prestige so OP in control battles is because it has the same trait that is similar to that of the War Demon Prestige. While being excited your combat abilities are greatly increased including movement speed.

        What makes it alittle more special than the War Demon prestige is that it comes with another trait that greatly increases your movement speed and capture speed without being excited. As long as its a control battle you enter the battlefield with it activated.

        Imagine you have lvl 9 speed and you enter a control battlefield. You enter the battlefield with your first trait activated which greatly increased movement speed and captured speed. Than when you become excited you get a boost in combat abilites and another big boost in movement speed. Your like a Speed God on the battlefield fighting anywhere and being everywhere that is needed.

      • Cons: There is no con for this prestige.

  • Commander- In this prestige there is a few prestige tree that benefits from control battles. If you love control battle than the military official tree is better.

    • Illustrious General- This prestige is the best for control battle out of the commander tree.

      • Pros: This prestige has a trait that greatly increase combat abilities when you are using only your Private troops.

      • Cons: You have to use your private troops to benefit from the unique traits that come with this prestige.

    • Erudite Commander- This is is second best in my honest opinion in the commander tree for control battles.

      • Pros: Super strong only if you are fighting within the circle while having your tactical tactics activated. The best for castle defense battles only.

      • Cons: Most battles you would never ever get a chance to fight the enemy within any tactical tactics because of poor AI and map design. Not too good when you are on the offense.

    • Adamant Guardian- Has a decent boost to control battles but has a better trait for building stronghold for cheap.

      • Pros: Can build stonghold on world map for cheap. Increased in combat abilities during control battles.

      • Cons: Does not really have one
Best Prestige For World Map
Okay in this section I'm going to go over a few prestige that are only good in open world battle. If your a person who wants to try a roleplay that does not involve control battle but world map battle than this section might help you out.

I'm not saying that I know everything but I do know that these prestige have great advantage.

  • Advisor Tree- This tree has one prestige that gives you benefit for open world map battles.

    • Strategy Master Prestige- This is by far the best prestige for open world map.

      • Pros: There are two traits that are really beneficial on open world map. One increases your ATK greatly by being in formation. The other one allows you to fully capture a Key Point right away without having to suppress it. Gains major benefit when fighting within it's tactical control tactics in control battles.

      • Cons: Depends on how you look at it. Relies heavy on tactical control tactics for major boost in fighting capability during control battles.

  • Commander Tree- Okay this tree has one prestige that is very good on the world map.

    • Flying General Prestige- This is the second best in my opinion for world control.

      • Pros: This prestige is the only one that has increased marching speed on the world map and it's morale slowly deteriate. The benefit is that you can march pretty far away and do not have to take long breaks before reaching the frontline to battle. You'll arrive with higher morale and more food since you don't have to wait for morale to recover.

      • Cons: Has no benefit for control battle except entering battle with higher morale.
Best Strategy In My Opinion For Roleplaying
Okay I know some people may want to know what my opinion on what I think is a very good strategy. I can go on and on about it. So I'm going to just narrow it down base off on what prestige you are using for your created officer since control battle is what really matters when using these strategy.

  • Military Official Tree- Any strategy that helps boost your movement speed, ATK, DEF, Cleave, Morale boost, Preserve morale, etc...

    These are in my opinion the best I like to give to my created officers who are in the military official tree. I tend not to use any that are unique to their own specific character for example Zhao Yun is the only one in the entire game with the Unwavering strategy. Guan Yu has War God and you kind of get my point.

    • Brave and Mighty warrior- 6 Points: Not too OP I like it.

    • Steel General- 5 Point: One of the best for defensive officer.

    • Immovable- 5 Point: In my opinion this is better than Steel General because you have both ATK/DEF boost instead of one boost.

    • Daring and Grand Charge- 5 Points: Both are very good but the stats boost are up to your flavor. Daring gives you a boost in ATK/Morale plus charge. While Grand gives you boost in ATK and slight boost in DEF/Morale plus charge.

    Final Result: The reason why I did not add any lvl 4 pointers or lower is because they do not have cleave. These are what I think are good for your top or decent officer who you might want to roleplay without using those unique strategy owned by Guan Yu, Sun Ce, and those characters.

  • Commander Tree- Any kind of strategy to help boost your allies.

    These are strategies that I prefer for my created officers with commander trees. Also remember that I do not like using a strategy that is unique for it's specific character like Liu Bei, Cao Cao, and those character.

    • Shieldwall Command- 6 Points: It's really a good defensive strategy

    • Versatile Command- 6 Points: This is in my opinion better than Shieldwall Command. You get both ATK/DEF boost.

    • Show of Spendor- 6 Points: This is up to your flavor. It increases your ATK and lowers enemy morale. I'll still choose Versatile Command.

    • Daring and Grand Charge- 5 Points: Both are very good but the stats boost are up to your flavor. Daring gives you a boost in ATK/Morale plus charge. While Grand gives you boost in ATK and slight boost in DEF/Morale plus charge.

    • Quicken Command- 5 Points: I totally love this strategy. Your units get a boost in ATK/Morale and a massive boost in movement speed. Use it and fall in love with it.

    • Volley Command- 5 Points: This is for those who love to spam archers or their created officer is an archer. This strategy allows you and your allies who are effected by this strategy to have cleave effect but because your an archer you can hit anyone who is within range of your archer. I totally love this strategy.

    • Advance and Charge Command- 4 Points: These two are similar to it's older brothers the Daring and Grand charge. They need less strategy points and have slight increase combat abilities. I still like to use them.

    • Desperation Command- 4 Points: This one is pretty decent. It has a nice buff to ATK/Morale and gives your units desperation trait which allows your units to do double dmg. An example would be that if you notice that your unit is doing 20 dmg to the enemy it will make it do 40 dmg instead. Well that is what I read about it online somewhere, but to my experience I do notice a slight dmg increase when I use it so maybe they are right or wrong. Test it for yourself see how you feel.

    • Attack/Defend Command- 4 Points: This is a toss up. If you like more ATK get Attack Command and vice versa.

  • Advisor and Civil Servant Tree- Any kind of strategies to aid allies and destroy your enemies.

    This is where the Fire strategy comes into play and how OP it is if used. I personally don't use it because it's a very OP strategy and I prefer to use other strategy in it's place since I want more of a roleplaying immersion. But feel free to use it if the officer you use happen to have it and not a created officer you gave it to.

    So I'm not going to list Fire Strategy since we already know how OP Fire can be. I'm going to list strategies that in my opinion can help you turn the tide of battles if you use it correctly.

    • False Information- 6 Points: A very good strategy to use but before using it surround your enemies if you have the advantage and unleash hell. If your outnumbered do not use this skill because it's better to use it on a Warrior who may need it more until reinforcement arrives or if it's the only one than use it. I have notice that the higher the INT of the enemy the shorter the misinformed.

    • Grand Flame- 6 Points: Okay I said I was not going to list them but I wanted to also let you know which one I love to use. This my friend is by far the best fire strategy in the game. Greatly decreases enemy movement speed, slight enemy morale loss and causes fire dmg. Also I know you may already heard me say this but I just wanted to say it again for those who disagree with me because they did not read my other ones. I do not like to list specific strategy that are unique to only their characters like Zhou Yu and Lu Xun who I believe has the best fire strategy in the game. This is because of roleplaying immersion.

    • Strategic Aid- 5 Points: I love this strategy but In recent playthrough I notice I tend not to use it as much as I used to in the past since I rather have a Fort heal me instead of using my strategic points. But still a very good strategy to have when during control battles.

    • Misinformed Provocation- 5 Points: Similar to False Information but with slight decreases.

    • Provoking Taunt- 5 Points: To be honest the debuff stats it provides are really good but In many of my playthroughs I've used it once or twice.

    • Ensuring Flames- 5 Points: Similar to it's older brother the Grand Flame with slight debuff.

    • Vanguard- 4 Points: Similar to Strategic Aid but with less buff.

    • Provoke- 4 Points: This is a very good streatgic that I use when the enemy morale is very low and they have like 40-80 DEF. I than activate provoke and the enemy defense goes to 10-40 depending on where their defense was at. Not the best but decent.

Feel free to test it out and let me know in the comments. I know some people may have other ideas of how other strategy work wonders for them.
Which Is More Important Patrol or Training?
Okie dokie in this section I'm going to cover alittle something important. I have notice some people wants to know which is more important Patrolling or Training.

In my experience I have notice that training is by far the best. Some people may say patrol is better but I would argue that training takes you further in this game than patrol.

Take this example that I notice in one of my playthrough. I was raising patrol doing a 60% patrol and 40% training and notice that when I went into battle against Cao Cao he was already using elite troops against my heavy troops. This was a huge disadvantage. I notice that my ATK, DEF and morale was lower than his.

Just to point something out that is also very important is that Cao Cao has two special units that only in the central plains you can obtain and that is the Tiger Cavalry and the Qinzhou Infantry. Both required elite proficiency in a city to deploy it. Tiger Cavalry is OP because whenever it Critical Strikes an enemy they lose morale. The Qinzhou Infantry is OP because whenever they Critical Strike they gain morale. Losing and gaining morale effects max ATK and DEF.

Okay back to my point I'm fighting against Cao Cao who are using both the two unique units against my Heavy Units and I'm just losing bad. Now I have to enter the world map and fight it out.

I did another run through and switched it up and just mad out did training only and by the same time that Cao Cao attacked me again this time I had my own elite units. The control battle ended up giving me a fair battle since now I have close to the same ATK and DEF versus Cao Cao's units.

Please feel free and try it out for yourself.

  • So my experince and final result is that training wins out against patrol.
My Final Thought
Thank you for reading this long and maybe boring guide to how I create my unique custom officer using the personality test of ROTK11.

If you did read everything I hope my guide helped you enjoy the game more by understanding what some things do. All of these are just my opinion on what I have notice while playing ROTK13 and read online somewhere and tested them.

I know its probably been ages since you last played. but I wouldn't scoff at Peerless general either. it mixes a bit of civil servant traits into a general plus has the highest teir of private troop recruitment (Iterant Recruitment) it has pretty lax requirements, but its bigest boon is being able to directly increase city troops. even if its minor its not too bad. it can help get the needed numbers back into the field along with your own private reserves....making it surprisingly strong for frontline cities.

with fully trained troops plus the option to not take up order slots to help train proficiency it can help out a lot in the mid game where every action MUST count to gain any ground.

From all the playthrough I realize that the only thing that is good for having a civil officer in the battle is the unique tactic that they bring with them onto the battlefield. The strategy that they have can change the outcome.

Imagine you have Sun Qian an officer with 34, 33, 79, 84 stats. If he is a sub-officer of your unit he provides only Navy ability to that unit since that is the only control battle ability he has to offer. The other thing he'll provide is the tactic that you can use to place on the battlefield before the big battle.

Now if he was to be the leader of the unit it'll rely heavy on your cities proficiency since Sun Qian having very low LEA of 34. It's not to say its bad but more like cannon fodder on the battlefield.

In my opinion I tend not to use them as leader's of the unit but a sub-officer.

I haven't played a lot of time, because right now i am trying to make my own events with choice and i want to mix them with the historical ones that are already in the game, so it's a veery tough task to do...i have to know the exact conditions that trigger the events and insert a custom one in which Guan Yu choose if he will kill Yan Liang and Wen Chou, i am trying weeks to do it till the end! That's why i am asking you so it may be a dumb question, sorry :)

Thank you very much for this explanatory guide!Your dedication and work effort are AMAZING!!! You should be the benevolent Liu Bei who tries to help the people, not so much of a War Demon hehe!! I wanted to ask, will a 'civil' officer be ever useful in a battle??? I mean having low LEA and WAR, lower than 20-30, but INT around 70-80 and a high GOV (over 85-90), will they help an officer somehow to manage to get well in a battle versus good military officers? Or he shouldn't even get on the battlefield and stay back in the city where he can help?
