Defining the Badges
So, first of all you need to choose a "Badge" to create and get the XP to level up.

I would recommend the Steam.tools/cards/[steam.tools] to choose the badge, because you can find the cheaper and the more expensive set card there.

On the site, you need to choose the option "Set price" to order the badges from the lowest price to the hieghest price, as the following image:

After ordering Badges by price, I would recommend you to choose Badges with a low number of cards, using badges with 5 to 6 cards at maximum. Badges with 8+ cards would take you a lot of time and probably would be more expensive. See the following image to know how many cards you need to create the Badge:

After checking the price and number of cards, it's time to choose the Badge. As an example, I choosed this 3 sets:

Buying the sets (where you save money)
So, after you defined the Badges, you will need to buy the cards from the market to level up, and it is on this time that you could save some money.

To create the Badges from the examples, you will need to buy 5 times the 5 cards from the badge, but to save money, instead of buying the 5 cards directly, you could buy some "Booster Pack" that give you 3 cards of the set (I would recommend buying 3 booster at the first time, to avoid getting more than 5 equal cards, if you did not receive more than 4 equal cards, you could buy another booster pack to get the 5 equal cards).

Why should you buy the Booster Pack?
A: Because getting cards with from the booster would save you some cents.

Doing the math
So, lets do the math and see if it worth the effort:

I will post screenshots from the market showing the price of each card and each booster pack to compare:

"So Many Cubes" cards and booster pack:

"Ultimus Bellum" cards and booster pack:

"Earth 2140 HD" cards and booster pack:

In the "So Many Cubes" case:

There are 4 cards at $0.05 USD and 1 card at $0.06 USD.
To buy 3 of these cards, you would pay the minimum of $0.15 USD (buying 3 at $0.05 USD).
The Booster Pack gives you 3 cards and it costs just $0.09 USD, saving you $0.06 USD.
So, if you buy just 4 Booster packs to create the 5 badges from this game (openning the 4 booster packs and completing the sets buying unique cards), you could save $0.24 USD.

The same applies to the others examples, the booster pack are cheaper than buying 3 cards.

If you think it's just too many effort to just save $0.24 USD doing 5 Badges, lets do another math:

To level up from level 10 to level 100, you will need to create 540 Badges.

If you divide the 540 badges for 5 and multiply for $0.24 USD: (the ammount of cents you saved creating 5 badges)

(540/5)*0.24 = 25.92

You could save $25.92 USD doing this method from leveling up from 10 to 100.
