There are 2 things you can actively try to improve your FPS in this game:

1. Reinstall Python 2.7 :
It's located in "your_steam_installation\steamapps\common\Damned" as "python-2.7.6.exe" !
Restart PC after that for good measure!

If it doesn't work the first time, reinstall again. (I'm serious.)

2. Change In-Game Settings:
