Using sg.PostProcessQuality you would change a whole bunch of things that have nothing to do with chromatic aberration.
In the same folder open GameUserSettings and change this one to 0: sg.PostProcessQuality=0

Also the game looks better on low than any other settings, low disables chromatic abberation as well.
I really dont get why devs do this, all those blur effects look horrible.
