Go to the Crackhead game folder.

<Steam-folder>\steamapps\common\CRACKHEAD\

Find the file options.ini

Open it and change
AlternateSyncMethod=1
into
AlternateSyncMethod=0
save

Now when you start the game it should run on normal speeds.
