Choose whether or not you want to have all characters muted or only the main offenders (Soldier, Heavy, etc) that spam it 24/7 even when you're pocketing them and are up their crack.

Drop one of the 2 folders in C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\custom

There's no step 3, you're done. The mod works on official Valve servers without issues, not counting competitive, but who actually plays that on Valve's servers?
