What you'll need
Firstly, you'll need the Wasteland 3 save data utility tool.

There's the link from the Wasteland Wiki[wasteland.fandom.com]

and another one to the forum directly[fearlessrevolution.com]
How to do it
First, you'll need to find your Wasteland 3 save file. Usually, it's in your documents file. Something like E:\Users\*your username*\Documents\My Games\Wasteland3. You should move the WL3 save editor here for easy access.

Step 1: Create a save with the characters you want to add as extras on your main party. Create another save with the default party you want to run with (the one you want to add extras to).

Step 2: Use the WL3 Save utility to unpack both saves. (You do this by going into Advanced > Unpack XML, and selecting a save file to unpack it into a .txt form)

Step 3: Go into the .txt file with the characters you want to add as extras. Use ctrl+f and enter <pcs> to navigate to your party information. Find the specific character, or characters you want to add, and copy their information.

ON FINDING CHARACTERS

Player made characters will simply have the names that you gave them, you can locate them through that. However, Companions will not have that, and will instead have a <companionID> tag. Here are the tags I found for each companion:

Lucia Wesson: <companionId>7
Jodie Bell: <companionId>12
Scotchmo: <companionId>10
Marshall Kwon: <companionId>6
Ironclad Cordite: <companionId>5
Fishlips: <companionId>14
Victory Buchanan: <companionId>4
Pizepi Joren: <companionId>9

ON COPYING STUFF

Understand that each character is headed and footed by the <pc> and </pc> brackets. You need to copy everything within, and including those two brackets. For example, what you will copy should look like:

<pc>
...
*Information about character*
...
</pc>

Step 4: Paste the information into the .txt file that you want to add the extras to. I'd recommend using ctrl+f to find the </pcs> section, and paste it there (JUST BEFORE THE </pcs> BRACKET), so that the character will be at the very end of your bottom character bar.

Step 5: Go to the WL3 Save utility, and repack your .txt file that you pasted information into. That is, in Advanced > Pack XML.

After that, you're done. Load up your game and enjoy. Of course, depending on where you are, the characters you added might not spawn right next to your party. For this, I'd recommend copy-pasting the positional values of your main guy (where you want them to spawn) into your added characters so they will be nearby when you load your game. The positional values of each character will be located within the <position> tab within each <pc> tab.

Also, be aware that if you come across companions, you might not be able to add them to the party since you are locked inside the "manage ranger" screen until you only have six rangers.
