This is what You need to Check
data001Slot.bin
data002Slot.bin
data003Slot.bin

These specific files are important. Most users only have data001Slot.bin

When your save game fails to load, the chances are very low that that file will be affected.

Grab a version from here
https://store.steampowered.com/account/remotestorageapp/?appid=1446780

When downloaded they keep the folder structure as part of their file name. Like

win64_save_data001Slot.bin

which you need to rename to data001Slot.bin and so on.

and here
..\Steam\userdata\yourID\1446780\
e.g. C:\Program Files (x86)\Steam\userdata\yourID\1446780\

Make sure to replace yourID with your actual Steam ID.
If you have multiple of those in your userdata folder, then your PC is used by multiple Steam users.

Look at the file properties for the date of creation / last time it changed to get a feeling which one is the important one to you.

As long as you can recover your progress save game file - progression file for short - you can recover your save game, except for your album photos.
Cases in which Your Progression is Lost
1. You overwrote Your progression file by creating a new file
This can never happen unintentionally.

2. Your storage device breaks and you overwrite it
Recuva and Linux apps usually can salvage still a lot at low cost (aka: it is free aside of the time spent), unless your storage has visible damage or literally burned out.

Most people use SSDs nowadays, therefore data losses by accident are actually very rare.
