(Shotgun Surgeon gives -10 DT not 15 in the pic :\)

1) Jump right into Lonesome Road for the Riot gears and the 1st ED-E upgrade (free repair).

2) Hit New Vegas Medical Center asap for the INT implant.

3) Don't kill Dead Sea in Cottonwood Cove, otherwise would miss the Legion Safehouse.
