-Enemy gauge speed: 2.8
-This is then multiplied by 2 if an item with Gauge Fills effect is equipped, or 4 if Etherion is equipped.
-If your character has a Rate fill = slow item (ie. Fairy Bell) equipped, enemy gauge speed is halved. This is why it's one of the best endgame items in the game, and the best item period for the boss fights on BF48/49.
For reference, this is a list of speed of various bar affecting things:
-Effect Duration: Long cards (eg. Fortune) : -2
-Effect Duration: Medium cards (eg. Banshee's cry): -4
-Effect Duration: Short cards (eg. Shield Barrier): -8
-These are halved if an item with 2x skill time is equipped.
-Going passive: +6
-Going aggressive; -4
-Doing neither while having Lowers Gauge effect (eg. Silvia): -4
-Doing neither while having Gauge Fills effect (eg. Mage Ring): +12
-Doing neither while having Gauge Fills Fast effect (ie. Etherion): +24
No, going aggressive drains the gauge and it drains noticeably faster than it rises when you're in passive stance. Technically you can come out ahead by rocking back and forth when you're at 0% gauge (speedrun tech). If you're getting different behaviour then you're either using an item to influence it or misunderstanding me.
As to stealing items, afaik you can't see what stats are influenced. Usually a steal will only reduce stats, but as a rule if an item looks cursed it probably reduces some stats. That being said, I can't think of an enemy who is genuinely nerfed by having their item stolen.
I noticed that stealing items from enemies can make their stats increase, but I have no way of identifying this without stealing first right now.
