In short, the in-game frame limiter is busted and results in extremely uneven frame pacing, hence the stutter. We'll be using Nvidia Profile Inspector for this guide, so this solution is limited to Nvidia GPUs.

- Disable Vsync, FPS Cap and Screenspace Anti-Aliasing in the game's options. I recommend disabling Lockstep Mode as well. Your settings should look like this:

- Download Nvidia Profile Inspector[github.com], find the Divinity 2 profile, then set the following options:
Frame Limiter V3: 60 FPS (or your monitor's refresh rate)
Maximum Pre-Rendered Frames: 1
Triple Buffering: On
Vertical Sync: Fast Sync

(Optional, can be GPU intensive depending on your resolution/framerate)
Antialiasing - Compatibility (DX9): 0x000010C1 (just copy and paste this)
Antialiasing (MSAA) - Mode: Override any application setting
Antialiasing (MSAA) - Setting: 4x [4x Multisampling]
Antialiasing - Transparency Supersampling: 4x Sparse Grid Supersampling

Make sure to click "Apply changes" when done. Your settings should look like this:
Bonus: Crash Prevention
While crashes aren't very common, they can still happen since this is a 32-bit application and it can run out of memory, especially during the Flames of Vengeance campaign. For this reason, applying the 4GB patch[ntcore.com] is highly recommended. The file you want to patch is bin\Divinity2.exe.

It helped a little, but the game still doesn't run smoothly somehow.
btw Main menu is locked at 30 frames, but still lagging

By the way, if the guy below me sees this thread, you can just install first the patch, then shaders (I recomend the modded textures as well from MODDB), then follow these steps with NVIDIA Inspector, as you did it last it will override the shaders, while you still have said shaders and can modify them as you like, I don't recomend FXAA activated for the shaders, it'll make everything blurry with the inspector settings on.

You're a god damn life saver, I've been searching for a fix like this for years, literally years. I've been through probably 15 playthroughs wondering "How do I fix this god awful choppiness", every time I jump, roll or turn the camera abruptly it's so laggy and choppy it always made me mad, even though I absolutely adore the game. This just fixed it for me and I can install the 4GB patch, the modded textures and the shaders with it. You're absolutely awesome.

Is it possible to use reshade to apply other effects like sharpening etc. in addition to this?
AA is working after being set in Inspector, but when I install the latest reshade on top, the AA stops working and it is jaggy like before.
