First of all, download the installer from http://www.xbox.com/en-US/LIVE/PC/DownloadClient

EDIT: as of 2022, the Games for Windows Live official client is deprecated; however, some kind individual named Garrett was graceful enough to create a package which contains the last version of the Marketplace client (3.5.67.0) and the last version of the Redistributable (3.5.95.0). Save it to any target location you want. DON'T RUN IT JUST YET.

You'll need to erase all data from old installations, including redistributables installed by other games, and default data installed by Windows itself.

To do this, open your Start Screen and search for "Control Panel". Open it up.

In the search bar at the top, search for "add or remove", which will bring an option "Add or remove programs".

Choose this one and look for all "Games for Windows Live" or "XBOX Live Games" related programs you may have installed. Uninstall them by pressing the "Remove" button on top of the list.

A system restart may be required at this point.

Remember that beautiful shiny installer you downloaded in the first step? Great. Run it now. Follow the on-screen instructions.

Self explanatory.

Run the Games for Windows Live Marketplace client. If you can't find it, search for it in your trusty Start Screen.

Input your LIVE account details to log in. Once you've logged in, keep the marketplace open.

Open the game, and the GFWL overlay should pop up. Congrats!
