Resolution and optional widescreen for Win 11, 10 & 8

This new method seems to fix it all up and is much simpler, the github page has extra help, and is also a much safer source to be downloading files:
https://github.com/FunkyFr3sh/cnc-ddraw

Simply extract the .zip under releases to the game's directory, open cnc-ddraw config.exe and configure to your liking.

Would suggest using this method, since files are safe and not being passed around and located at unsafe download locations.

Fixes:
- Resolution
- Lag
- Optional Widescreen


Tried dgvoodoo2 & dxwnd on Windows 11 but neither worked or well.

The older method of dropping 3 .dll files in the game folder fixes fps, but no widescreen.

Never mind, I figured out that there is a "tooltip" box in the game options that needs to be checked in order for the tooltips to appear. Don't know why that would be turned off by default. but it's working now.

I tried this fix and it seems to work well except that I am not seeing any tooltips when hovering over buttons in the UI. I know the game has tooltips because I have seen them in videos of other people playing the game. Does something need to be adjusted in the cnc-ddraw settings to make the tooltips work?
