That one was tough. A couple tricks: You can walk on top of an enemy and punch them the opposite direction without being shot. I used that trick to help sneak past the first enemy on the bottom. Second, if you punch a single hole in the floor above a wheel and drop down on it you can make a temporary safe spot. I believe I needed to do that right by the money at the end of the stage. You might get stunned if an enemy comes for you, but you shouldn't get shot and you can set a TNT partially over the top of the hole to trap them there safely.
