If put it simpler: fallout is always was the game about choices and consequences. Especially in Fallout 2 and Fallout: New Vegas, there even many secondary side quests can have multiple choices and endings, but F4 is so terrible in that, only few side quests got it and main story quests endings limited only by factions itself, without any impacts of other side quests.
Fallout 4 is a fine open world shooter, decent RPG skill building game, but as true RPG? Nay. It's really awful in comparison with relatively weak Fallout 3, which was the weakest Fallout game before. Fallout 4 is fine game, but shameful Fallout.
