Right Click on your desktop and click NVIDIA Control Panel

First click on Manage 3D settings, then click on Program Settings
Then, Find Grand Theft Auto 4 (gtaiv.exe)
Next, you'll set the Max Frame Rate to 60 FPS
Then change the Preferred refresh rate to Application Controlled
Then turn Vertical Sync to On

The only thing you'll need to change here, is setting the Video Mode to 60Hz at your resolution, and making sure that VSync is enabled

Capping your frame rate from 30fps to 60fps should also help with other minor issues, since the game was made for seventh generation consoles.
