This section details the glorious requirements, procedures, and patriotic importance of filing your C-01 Reproductive Authorization Permitā„¢ in service of Super Earth.

Purpose:
To ensure all acts of biological reproduction are pre-approved by the loving hand of Super Earth.




When to File
– Before engaging in any intimate activities.
– After getting a little too flirty at the extraction zone.
– When your Helldiver says "for the future generation" a little too seriously.




Why You Should File
Failure to obtain a C-01 Permit may result in:
– State custody of offspring (they’ll make excellent citizens).
– Mandatory re-education for both ā€œparticipants.ā€
– A polite orbital strike on your location.




Common Mistakes
ā€œWe thought love was enough.ā€ — It’s not.
ā€œWe didn’t know about the form.ā€ — That’s treason.

10) And what makes us Helldivers special is we have *willing* minds capable of surviving the realtime mind-transfer to a new clone body when we die.

So to bring this back to the C0-1 forms, it's not controlling for population quantity quantity (that we need a LOT of), it's controlling for genome variance by making sure only the most genetically fit, productive, & patriotic citizens can make new human genetic templates organically.

9) I'm just kidding. :D The SE-federation's population is mostly clones in case you haven't been paying attention. Why do you think they're so conformist?

The thing is, the Super-Populous Eugenic Regulation Ministry has curated clone templates that can survive comfortably, productively, & democratically in practically ANY climate w/ a breathable atmosphere. Rather than terraforming every planet to account for nigh-infinite variations int he human genome, they simply truncated the genome to the most adaptable variants.

6) If we are to take the lines about the having to fill out government paperwork in order to even get the permit to engage in any activity that may result in a child at face value, then either this is in-universe humor flying under the radar of anti-dissident censorship ( one of the things that's an actual massive deal-breaker for Super-Earth society for me, because otherwise it doesn't look like that bad of a place to live with everybody being healthy & housed)...

4) Super-Earth would obviously have to be very pro-natalist in order to even sustain their very existence ( and apocalyptic casualty rate šŸ˜…). But if you wanted to do a more dystopian spin on how they go about it, then Red China is the wrong communist dystopia to look for this.

3) However, this absolutely does not work in-universe for the very obvious reasons of how the HD setting is structured, and & the fact that they desperately need MOAR people, not less.

Communist China's atrocious 1-child policy only makes pragmatic "sense" (to soulless commies who think murdering children is acceptable) in a geographically-confined environment with limited resources to go around ( and if you conveniently don't happen to be one of the children getting thrown into a river for being born the wrong sex >.>).

2) I obviously get it on a Doylist level that they wanted to have a shout-out to the same thing that Paul Verhoeven put in his Starship Troopers movie (that was not in the book for those same obvious reasons) in reference to Red China's horrific 1-child policy [en.wikipedia.org] that resulted in massive infanticide, particularly of baby girls (a Chinese gal I'd dated escaped death only b/c her parents were high-lvl professors).
