For Heavy Rain, I recommend unloading infantry from vehicles and send them back to base and do the mission without any infantry. This way when your vehicles are destroyed by the enemy, you dont have to deal with your infantry dying from Iskander.
You can also travel outside of the border using fast travel or with the "F" key on roads to truly avoid pre-placed enemy defenders, this helps a lot too since you wouldnt be bottle necked and slowed down by weird terrain like in the train yard.
Bringing a couple extra Abrams and Bradleys also give you much needed firepower when encountering enemies as well as more survivability when the Iskander lands close to your units. But dont bring everything because if your force is too big, it would be super hard to dodge Iskander.
