1. Manual [vk.com] for some modding tools but in russian, unfortunately for you. Any page translator should be used.
2. For all I know, there're only two living modding projects — Raven Rock [vk.com] and ReBorn [vk.com]. Also there're russian modders behind them. You won't find any instructions about modding out there, but you can contact with developers if your intentions are really vast (or whatever). You may find the "Contacts" section at the bottom of the sidebar.
3. DarkMatters forum [darkmatters.org]. Seems to be a nice fan community.
