Added a twitch plays permission, for starting bombs that have more needy modules than solvable modules. This is to prevent potentially unbalanced scores that could happen when
a bomb is started with 150 needy modules and 2 solvable modules. The maximum needy modules that can be on any given bomb, is <= 50% of the total modules.

Fixed a regression with the no duplicate mode ALWAYS making 100% vanilla bombs if the vanilla percentage was greater than 0%.

Hopefully fixed the bug that prevents bomb creator from working if neither tweaks nor twitch plays were installed.
Button for Normal mode / time mode / zen mode now cycles between ALL available options based, taking on preference for Twitch plays first, then Tweaks. Button as usual does not show up if neither mod is installed.
If and when tweaks gets zen mode, it should be selectable, assuming the Tweaks version of zen mode shares the same dictionary entry as Twitch plays zen mode.

Label for "Vanilla rule seed" changed to jsut "Rule seed".
Holding the S button on rule seed for at least 3 seconds will reset the rule seed to 1.
Holding the S button on rule seee for at least 6 seconds randomizes the rule seed.
Holding the S button on rule seed for less than 0.25 seconds still changes to next digit, and more than 0.25, and less than 3 seconds to previous digit.
Artwork is now guaranteed to cycle through fully before repeating each cycle.
