-removed 1 frame of the double jump animation so it looks better
-fixed something minor with up special's animation

-up special now has less horizontal control, mostly to feel better
-increased up special height boost (-9.5 -> -10.7)

-increased knockback scaling on up air (.2 -> .3)

-increased down special pop-up window time (12 -> 16)
-decreased down special grounded window time (28 -> 25)
