Lich - Chain Frost Bounce Damage: 100%→200%

Set bonus requirements (Evolution Starlight Str/Agi/Int) lowered from 5 pieces to 4 pieces.
Evolution Starlight Attribute gain per Evolution increased from +5% to +10%.
Fixed: D-Flash and TP causing infinite, zero mana cost spell damage triggers. They can no longer be considered actively cast skills.
