Oh I didn't notice that his legs were shorter. Well it definitely should be halloween restricted.

Because it was to combo with the arms part of the set, and demoman isn't really a "little guy" so the theme didn't really work for him

Why not give it to the Demoman? He has much more pirate themed items to create loadouts with; compared to Scout's (one I think?).
