Where is the twinkly cloud effect used? I’m not familiar with its usage.
I think what would help this effect is if the twinkles were removed as it adds visual noise. Besides that, I don’t know.
There are scenarios in which a submission is objectively bad enough that constructive criticism devolves to the advice of “starting from scratch”. At that point, it is not constructive, but in my opinion this is fine; this is a place where items get into the game, so I, the consumer of what gets in, should be able to say when something is bad and say that it shouldn’t get into the game.

It doesn't stick. Not really something that pops out or seems notable. It's a nice unusual regardless, but could use something to spicen things up a little.
Blue version would be better if that pinkish cloud wasn't in it. I would also put the zzz into zig-zag pattern of appearing while also changing the font completely to something smoother.
Desaturate the colours a bit could help to pull it away from the nebula looks.
could instead have the sleepy zzz's somehow incorporated into the cloud instead og having the little white stars to differentiate it from nebula cuz rn it just looks like a team colored nebula with an out of place element that lacks cohesion
