You can remove clouds by clicking on the options tab when you start game. Click on clear. Then you have it. Its clear.

The Tornadoes are not laggy with less static destruction.

Tornadoes are unrelated to the clouds in performance. The tornadoes uses a lot of particles, and detects destructible structures rapidly in default, if it is because damage, you can turn down the frequency and increase the damage scale.

Disable cloud movement, that will allow it to run so much faster, also, "Ultra" setting is for cinematic purposes, it is highly required to leave it on "Default". If FPS is still too low, lower it to "Low" or "Potato".
