6 Insert this the code in Step 1
7 Then close that out and try it

If that didn't work reset start your Steam or even your whole computer.
If it did work Comment it did work under this so others can get their game to work.
-If you want working Clone Wars CIS, you need to use Warlords Remastered v.047 on Steam Workshop. There is also the older standalone Clonewars 0.91 from Moddb - not sure if that would work, but you could try to load it in Homeworld 2 Classic via command line shortcut. There isn't much reason to try to use that over the version of Clone Wars content in Remastered 0.47, though.
-Warlords 0.6 is the last version for HW2 Classic and it is 'dead'. Warlords Remastered v.047 is the 'current' version of Warlords, and the only one that will potentially receive any updates in the future. That being said, 0.47 itself was last updated in 2018. While I am not on the mod team and I don't speak for them, the remaining members seemed to favor working with Sins of a Solar Empire on the SOGE mod instead of Homeworld2 due to Sins being an easier engine to mod. It is a lot more likely that SOGE for Sins would eventually receive another update.
-Homeworld 2 Classic games in HWRM sometimes glitch on the first load attempt after booting your system, then work on the second run attempt.
-CIS is completely broken for Warlords 0.6 mod files and is randomly replaced by one of the other factions when selected in the HWRM version of HW2 Classic. This is true for both Steam Workshop and Moddb versions of 0.6. You can still access a few of the CIS capital ships through the Militia faction, which works.
-Steam Workshop version doesn't include OLDShips.big, which is slightly buggier but includes a much larger variety of ships as well as Yuuzhan Vong for your fleet spam compstomping in skirmish. The extra ships were not upgraded from 0.45/0.5X to 0.6, as 0.6 was intended as a mod reboot. If you want the extra file for the old ships, you have to go to the Moddb version of 0.6 and load it using a shortcut with command line instructions as per the readme.
