Disclaimer: I have not been part of the original team that developed this mod. I am just a user who likes it very much and happends to know how to program.
I've just created my own repository for this mod, changing some main things that I didn't like.
I found that I maxed out population really fast, so I added a exponential incrementation to the formula to grow population as well as steepen the curve of population upkeep. At last I increased (bastly) the maximum population for each planet.
I am still calibrating that stuff so any suggestion is very welcome.

How do you install it? If i just move everything to the game files the game doesnt load.

I don't think it's still alive, the ESG 1.5 and 1.6 mods are epic though.

With other games I've modded when an update broke the game it meant I had to turn on developer mode so I could get the specific errors and fix each one until it finally loaded.

I've not modded ES2 yet though but I imagine it's something similar.

You can always change game's version with "Beta". As I tested, version 1.5.48 is stable for this mod.
