Where does the map come from?
I think I've seen it before in a Postal 3 mod. Is it from Catharsis Reborn????

No I don't think the map was ever made public. It was just to demonstrate Postal 3 and here again it is used for the same purpose for this total conversion mod. I don't even think the map will be part of the main game, maybe a bonus map for freeroam but who knows.
