Balanced Settings with Challenging Gun Play.
After many hours of testing in Debug Mode, comparing time to kill of several weapons, time until you have an accurate shot and accounting for the advantages of not being effected by moodles and low ammo loss. Here are my settings;

Recoil Force: 3.25
Initial Offset: 48.0
Moving Effect: 0.2
Turning Effect: 2.1
Ballistic Concentrated Speed: 1.4
Ballistic Speed 1.2
Ballistic Distance: 0.8
Shotgun Projectile Count: 7
Shotgun Splitting Angle: 0.2
Damage Multiplier: 0.3

Compared to vanilla you shoot slower generally but can kill targets slightly faster whilst moving, spinning your character around for a quick shot will be less accurate and spamming your fire will decrease accuracy significantly. The shotgun has 1/3rd less range than vanilla but all other weapons have more range, because the ranges of all weapons are tied together I couldn't find a better solution that didn't feel overpowered. Pellet count increased to keep damage output somewhat in line with vanilla.
