Maybe you lost UTF-BOM encoding? Does the file have .yml extension?
I haven't tried translating to unsupported languages, I don't know much about it.

@风见幽香 you can get the previous version from Paradox Mods, but it will very likely not work on the 1.15 patch. Version 3 is before the patch:
