Unlock Happy Town Achievement

Description
Load the save and let it run to the end of April, 2025 to unlock the Happy Town achievement.

I forgot to disable assets before starting this city, so you will need some small resident and office assets. You may also need "Achieve it!" mod to enable achievements. I also placed a biofuel bus station in the city, but I don't think it will be a big issue if you don't have the Green Cites DLC.
