Nysch Resource Storage Settings

Helping Nysch upload an environment mod which allows the player to set initial fuel resource amount on the islands. So vehicles with high fuel capacity, or coal or nuclear vehicles can be spawned at the beginning of career mode games. Note that all islands start with the same amount.

!!Note that "Default Resource Storage" addon needs to be disabled for this to work properly.!!

Also some islands were missing fuel pumps, it was an error in the default addon. Nysch has not put in the missing ones, but is looking into it.
