Probably, as much as I can say, you need to make sure you have UCP (Unofficial Code Patch) installed properly. The mod depends on it.
If you cannot make this work from workshop, you can always copy the contents of the mod
( D:\Program Files (x86)\Steam\steamapps\workshop\content\298050\3350366734 for me. You might need to change the directory depending on where you installed Steam)
into a new folder where you need to place that folder in C:\Users\<username>\Documents\Master of Orion\Mods (this is basically in your Documents folder. If there is no such directory for Mods you can create the folder yourself).
And if you want, you can also change the colors with any text editor with the hex values of new colors depending on whatever you prefer.
i wish CtS had just included color pickers like Battle At Antares.
