AotCW: Free Tech Levels

Description
This submod reduces the cost and build time required to unlock each factions tech in Awakening of the Clone Wars (AotCW).
Each tech level now only costs 1 credit and 2 seconds to build.

Other QoL changes include:
- Republic V19 Torrent and CIS Scarab fighters now have increased Fog of War reveal. (Best used as pathfinder unit)
- Hyperspace speed of Republic and CIS senators increased from 0.3 to 1.
