⛔ Unit Recruitment Ban
» All units PURGED from recruitment pools (Custom/Campaign modes)
» Only pre-existing armies on campaign map are movable
» Players/AI CANNOT recruit any new units

⚖️ Sole Exception
» Agents may bribe existing armies (Diplomacy action)
» BRIBING is the ONLY way to gain additional forces
